Aim and Scope
The journal follows the policy of information openness and accessibility of authors' publications. Articles are published on the journal's website in three languages (Kazakh, Russian, English) in full-text access.
The articles of the journal are registered in the CrossRef database, each author's article is necessarily assigned a DOI – a digital identifier of the object, which is used to provide citations, links and access to electronic documents.
The editorial board of the journal includes leading Kazakhstani and foreign scientists.
The territory of distribution: The Republic of Kazakhstan, near and far abroad.
The mission of the scientific journal "Bulletin of Shakarim University. The series of technical sciences" is aimed at developing the human potential of Kazakh science, combining the efforts of various categories of researchers, university and scientific intelligentsia.

"Bulletin of Shakarim University. Technical Sciences" is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
Articles in Kazakh, Russian or English that have not been previously published by the author(s) are accepted for publication in the journal, which correspond to the thematic areas of the journal and are designed strictly according to the requirements.
The manuscript must be uploaded via the electronic platform by the author for correspondence, indicating all the metadata of the article and its author(s).
The editorial board of the journal reviews the manuscripts received from the authors, organizes their review and makes a decision on publication or refusal to publish within two months from the date of receipt of the manuscript via an electronic platform.
At the stages of work with the manuscript, communication between the editorial board, the author for correspondence and reviewers is carried out via the electronic (online) platform of the journal, and in exceptional cases – via e-mail.
The Editorial Board of the journal when reviewing the manuscript for compliance with formal requirements (design of the manuscript) It also checks for the presence of a borrowed text in the manuscript through a plagiarism verification system, access to which is provided by a subscription from Shakarim University.
Manuscripts submitted to the editorial office of the journal and meeting the formal requirements, design requirements and the indicator of originality on the basis of verification through the anti-plagiarism system are necessarily sent for further review.
The journal uses double-blind review (double-blind review), that is, confidentially: the manuscript of the article is sent to reviewers via the electronic platform of the journal without specifying data about the authors.
Highly qualified scientists from domestic and foreign organizations with deep professional knowledge and experience in a specific scientific field and having at least three years of experience in publishing on the subject of peer-reviewed articles can be involved as reviewers.
The reviewer has the right to refuse to write a review if there is a clear conflict of interest affecting the perception and interpretation of the manuscript materials.
Reviewers are required to make a clear, objective and reasoned assessment of the compliance of the manuscript with the main scientific criteria.
The ongoing review of manuscripts ends with a reasoned recommendation for further actions of the editorial board.
After receiving the conclusions from the reviewers, the responsible editor sends them to the author(s) for correspondence without specifying the reviewers' data, for responding to comments, making appropriate changes and resending the manuscript via an electronic platform. The author(s) may, without explanation, refuse to respond to comments, make changes to the manuscript and resend it to the editorial office of the journal.
After receiving a response from the author to all the comments of the reviewers, making changes to the manuscript and re-sending it to the editorial office of the journal, the scientific editor sends all the materials to the reviewer(s) for re-reviewing.
The manuscript, which has positive conclusions from two reviewers and the responsible editor, is recommended for publication in the scientific journal "Bulletin of Shakarim University. Technical Sciences" according to the order of their acceptance for publication. The manuscripts approved by the editorial board are transferred to the executive secretary for the formation of the issue of the journal.
If one of the reviewers provided a positive opinion on the manuscript, and the second – a negative one, then the manuscript is sent by the scientific editor to the third reviewer or a member of the editorial board who is a specialist in the subject of the manuscript. If a third reviewer or a member of the editorial board provides a positive conclusion, the final decision on acceptance/rejection of the publication of the manuscript is made by the scientific editor of the journal.
If there are two negative reviews, the manuscript is rejected from publication in the journal. The materials of the articles rejected by the results of the review are not used by the editorial board for their own purposes. The editor notifies the author(s) of the refusal to publish, and sends the conclusions of the reviewers.
The reviews of the manuscripts are stored for three years in electronic format on the electronic platform of the journal.
Publishing Ethics
In its activity, the publisher of the scientific journal "Bulletin of Shakarim University. Technical Sciences" is guided by the following fundamental principles of publication ethics:
- Creates conditions for the implementation of ethical principles by the editorial board, scientific editors, reviewers and authors.
- Contributes to the prevention of violations of the requirements of publication ethics for the scientific journal "Bulletin of Shakarim University. Technical Sciences", including by providing support to the editorial board of the journal in reviewing the claim(s).
- Ensures the confidentiality of all information data concerning the publication process, except for those related to open access information, in accordance with the principles of the editorial policy of the scientific journal.
- Provides the editorial board with the opportunity to freely choose author's works for publication in the journal in accordance with the principles of scientific, objectivity and transparency, as well as on the basis of the results of peer review.
PRINCIPLES OF PUBLICATION ETHICS IN RELATION TO ARTIFICIAL INTELLIGENCE (AI)
1. The editorial board of the journal does not recommend the use of AI tools when conducting research and preparing an article.
2. No AI program can be listed as an author or co-author of an article under any circumstances. An AI program cannot be listed in the list of persons who contributed to the research and the preparation of the article. Since AI-based programs and tools are not (and cannot be) responsible for the submitted work, they cannot declare the presence or absence of a conflict of interest, as well as manage copyrights.
3. In the case of using AI in the preparation of an article, it is mandatory to provide complete information about the use of AI to generate specific sections of the article. Information about the use of AI can be presented in the introduction of the article or in the section "Research methods".
4. The description of the work carried out using AI should include: the name, version and developer of the artificial intelligence tools used (for example, ChatGPT, version dated September 25, based on GPT-4, developed by OpenAI).
5. The Editorial board reserves the right to make a decision on the publication or refusal to publish articles prepared using AI. If the article was prepared using AI, but the article does not contain information about its use, the article may be withdrawn from publication by the decision of the editorial board.
6. AI cannot be used in the preparation of a review. Fragments of the text of the article or the text of the review may violate the confidentiality of the information received from the author.
7. Reviewers should review clauses 10.2, 10.3, and 10.4 of these Regulations. In case of suspected violation of these principles, the reviewer must inform the editorial board of the journal. If there is concern that an article or its fragments were created using AI and there is no information about it, this may be noted in the review as a factor affecting its accuracy and/or suitability for publication.
8. Editors are not allowed to use AI when working with the article. The reason is the same as for reviewers: there is a high risk of privacy violations when uploading both an article fragment and a review fragment to a chatbot.
Author fees
Publication of articles in the areas of «Mechanical engineering and mechanics», «Thermal power engineering», «Technical physics» is FREE of charge for authors.
The cost of publishing articles in the areas of «Food engineering and biotechnology», «Chemical technology», «Automation and information technology» is 40,000 (forty thousand) tenge.
Foreign authors (without co-authors from the Republic of Kazakhstan) - publication is FREE.
Authors with a Hirsch index of more than 10 - publication is FREE.
Payment can be made either by the author or by the organization funding the research. The corresponding author is responsible for payment for the article approved for publication in the journal, must make payment within two working days from the receipt of a positive conclusion of the editorial board of the journal and send a receipt of payment in pdf format to the e-mail address of the editorial board rio@semgu.kz.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Bulletin of Shakarim University. Technical Sciences" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in “Bulletin of Shakarim University. Technical Sciences", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Bulletin of Shakarim University. Technical Sciences" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
